Dinkins Is Endorsed By Two Gay Groups

LEAD: Manhattan Borough President David N. Dinkins yesterday accepted the endorsement of two gay political groups in his race for the Democratic mayoral nomination, saying he would fight for legal recognition of gay and lesbian domestic partnerships.

Manhattan Borough President David N. Dinkins yesterday accepted the endorsement of two gay political groups in his race for the Democratic mayoral nomination, saying he would fight for legal recognition of gay and lesbian domestic partnerships.

Mr. Dinkins met at City Hall with the leaders of both groups, the Gay and Lesbian Independent Democrats and the Lambda Independent Democrats. The city’s third major gay organization, the Stonewall Democrats, has endorsed Mayor Edward I. Koch.

‘’The extension of spousal rights in housing and in employee benefits is critical to the full realization of civil rights for lesbians and gay men,'’ said Mr. Dinkins.

But while he said that granting such benefits would be ‘’fair and just,'’ he added, ‘’I first want to be sure how much it costs.'’

Mayor Koch has recommended that the issue be resolved in labor negotiations. Controller Harrison Golden, who is also seeking the Democratic nomination, is opposed to such benefits. Richard Ravitch, the fourth Democratic mayoral candidate, says the issue is a ‘’legitimate concern,'’ but questions whether the city could afford it.

Rights of ’Domestic Partners’ Broadened by Dinkins Order

Ronald W. Madson, a Brooklyn elementary-school teacher who is one of the plaintiffs in the suit, said the Dinkins administration had sought unsuccessfully to have the lawsuit dismissed, contending that the teachers had no right to sue. "Registering is a nice gesture, but it's a little late," Mr. Madson said. "In my view, the Mayor is bidding for the lesbian and gay vote without giving any real substance." The political significance of the Mayor's actions were underscored by a statement by City Council President Andrew J. Doctors Are Advised to Screen Women for Abuse

Domestic violence is so common that doctors should routinely screen their female patients for it, the American Medical Association recommended yesterday. The A.M.A. released guidelines that suggested screening all women seen in emergency, surgical, primary care, pediatric, prenatal and mental health settings. "This is for every doctor in this country," Dr. Robert McAfee, vice chairman of the association, said after a news conference. Dr. Antonia Novello, the Surgeon General, endorsed the guidelines, saying: "It is a beginning. I still believe we have a long way to go." She said doctors must overcome denial and apathy about domestic violence. "I think

Deputy Justice Minister Hugh Henry said the Scottish Executive was not afraid of tackling the difficulties of reform. The time for obtaining an uncontested divorce is to be reduced from two years to one. Reforms will also include reducing the separation period for divorce without consent from five years to two.
